The Health Committee, however, did not find it possible to

enbdivide the figure of 450 milligram es in the way asked for. Sepurate estimates have been supplied by 24 Governments for their

morphine and heroin requirements,

also to prepare a similar estimate for cooling.

When the Commit toe considered the possibility of limiting the production, of raw materials, the question was rained as to that

crops could be substituted in the areas now occupied by the

cultivation of the opium poppy and of the coca leaf in certain

ccw.tries. In order to clear up this question, the Secretariat ves

instructed to get in touch with the International Agricultural

Instituto in Rome, taking it to make a study of the possibilities of substituting other crops in place of opium and coca lect and the

approximate time necessary for the change of crop to take place in
